If I uploaded a design, is it public to everybody for printing?
Of course not. By default, nothing is visible 
or 
printable for others. You can make it public actively by clicking this option.
You have two choices:
- You can show and make it available for comments,
- or even free for printing and using as a public domain item.
The settings for this can be done at any time in your design gallery or on the details page of the textile design!
